"[B]efore we take the covenant form as a panacea for all our theological problems, we must establish an exact reference to the covenant form. If all covenant in the Old Testament is in the covenant form, well and good, we may proceed on this basis. However, if, as is the case (cf. the promissory covenant, for example), covenant is a very complex idea, and there are important elements of the O.T. which treat the covenant between Yahweh and his people as something very different from what is expressed in the covenant or treaty form, we must allow for this in our theology."
